Carlotta Harrell was elected countywide in 2020 as Chairwoman of the Henry County Board of Commissioners.

As a true public servant, Harrell grew up in an environment were giving back to the community was a daily activity, and she carried those values of service into her adult life. Born the daughter of a Pastor and Freedom Fighter, Harrell grew up watching her parents march and fight for equality alongside Dr. Martin Luther King Jr. and Congressman John Lewis. Her experiences at a very young age led her to a life of service which helped shape her into the leader she is today.

She received her degrees in Public Administration and Criminal Justice from Brenau University, in Gainesville, and had a successful career in law enforcement for more than 20 years before retiring. She has served on various executive Boards and in civic organizations, and in 2012, she was appointed to the Henry County Water Authority (HCWA) Board of Directors. She previously provided consulting services as a Project Manager for the Georgia Conference of African American Mayors. Carlotta is the Managing Partner of The Harrell Group, a multi-functional Women Owed Small Business (WOSB) consulting firm with a combined 30 years of experience that provides organizational change management assistance, strategy development and operational improvement services to public and private entities.
